An Electrical Installation Condition Report (EICR) is a thorough inspection and test of the fixed wiring in a property. It checks that the circuits, consumer unit, sockets, switches and fittings are safe and in good condition.
Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, private landlords must have the electrical installation inspected and tested at least every five years, give a copy of the report to their tenants, and provide it to the local council if asked. Any remedial work the report identifies must be completed within 28 days, or sooner if the report says so.
Homeowners benefit too. An EICR is a good idea when you're buying a property, before a renovation, or if the wiring hasn't been checked for ten years.

Response times depend on your location, traffic and the time of day. If there is smoke, fire or someone has had an electric shock, call 999 first.
At least every five years in England, or sooner if the previous report recommends an earlier date. A new report is also a good idea between tenancies.
C1 means danger is present and needs immediate action. C2 means potentially dangerous. FI means further investigation is needed. C3 means improvement is recommended. A report with any C1, C2 or FI codes is unsatisfactory until the work is done.
For a typical house it takes around two to four hours, depending on the size of the property and the number of circuits.
